COMTUR — Municipal Tourism Council of São Sebastião
COMTUR is the space where the public sector and civil society sit at the same table to build the tourism of São Sebastião.
The Municipal Tourism Council of São Sebastião — COMTUR — is the collegiate body responsible for promoting, guiding and overseeing the development of tourism activity in the municipality. With a consultative and deliberative nature, the Council brings together representatives from the municipal government, the tourism trade and civil society to ensure that tourism decisions reflect the interests of those who live, work and invest in the city.

What COMTUR Is For
Tourism is one of the main sources of income in São Sebastião — and its development requires planning, coordination and collective participation. COMTUR is responsible for:
- Formulate and monitor the Municipal Tourism Policy
- Contribute to the preparation and revision of the Tourism Master Plan (PDT)
- Provide opinions on projects, laws and regulations that impact tourism activity
- Propose guidelines that promote sustainable, inclusive and competitive tourism
- Monitor compliance with the goals and actions of municipal tourism planning
- Promote integration among the different sectors of the local tourism trade
Composition and Functioning
COMTUR is composed of representatives from different segments that make São Sebastião's tourism function: hospitality, gastronomy, receptive agencies, the nautical sector, education, culture and public management. Council members act on a voluntary basis, and their participation is considered a public service of relevance. Ordinary meetings are held monthly — always in the first week of each month — and are open to community participation.
